I agree about the ignition switch. Check to see if key returns fully to run position after stating. Just guessing that these systems are not receiving power during the start mode. You could test this by removing small wire from starter solenoid and hold key in start position and see if windows, shift solenoid etc work. Could be a bad ignition switch or something sticking
