That is a separate little shaft worth about 2c. The best way to find one is to buy an instrument cluster from a Pick A Part yard. I paid $10 for a complete cluster. To access, take out the cluster , unscrew the window part and the shaft will fall out . The inner part is still there and if you still have the snapped off piece you can join it with a piece of thin brass,plastic or aluminum tubing .(available at hobby shops etc.)and some glue .If the broken off piece is missing you can always make one from those materials.
