If this is a problem with the ignition lock, I think there is one on ebay
right now. (for early models, won't fit 73-75)
To get the old one off, get your dremel moto-tool with #409 abrasive cutoff
disks and make a screwdriver slot in the bolts that clamp the lock to the
steering column, and unscrew 'em out of there.
