That's mostly bolt-on stuff. The spot welds attach the lower front part of the fenders to the lower valence. You can either drill through or chisel the spot welds. Then you can weld it or pop rivet it. Or even a small nut 'n bolt. Or forget it.
Find an '86 or newer 240 at the boneyard with the same color hood. The light assemblies bolt in. The grill snaps in.
Did the fenders survive?
You might be better off with new "brand x" light assemblies from FCP Groton (opens a new window). They're not that expensive.
