I had exactly the same issue with mine...
The idle uSwitch needs to be set correctly,
the TB stop screw also
lastly set the base Idle
Check my previous posts
for a run down...
it took a while (2 days) for my ICV to settle in after running
outside of it's normal range, if it's sticky using the test lead
will set the Idle wrong, I clamped the hose carefully the first time
then reset the Idle with the jumper after I was sure the IAC was running
