If you can use studs ... 200 1992

I don't know where you live or what you winter weather is like, but if you are allowed to use studs during the winter weather (and all but about four [lower 48]states allow studs in the winter), and you have severe snows and ice, you need the best there is. And the best snow tire for ultimate traction in the worst weather is the Nokian Hakkapelliitta-2, studded. I've used Nokian (formerly Nokia) tires through the worst New England blizzards, from the old Nokia NR-09 through the Hakka-1 -- they're unstoppable, and the current cutting-edge model (brand new this year) is the "Hakka-2".
I also advise (again, if you have severe winter weather) to get the narrowest, tallest snow tires that you can (e.g., get 165-14 instead of 185/70-14) -- it's an old, well-established fact known by everyone who lives up north, the narrower snow tire works best!
