instrument cluster lights don't dim

I have a 1991 740 SE and since i bought the car (3 months ago)...the instrument cluster lights have never been adjustable...ie. when i slide the slide-bar do-hickey that is supposed to dim the lights or make them brighter..nothing happens...the lights in the instrument panel are what appears to be fully bright all the time. Does anybody know how i can fix this? Another question while i'm here. The heated seats - they continually blow the fuse...i can turn them on...and they work..but they blow that fuse...anyone know why? Does anybody know how to get the instrument cluster out of the car? I need to replace the electical portion of the ignition switch (another matter altogether) and it seems as if removing the cluster would facilitate this. As usual...thank you thank you...i'd be bussing it if this site didn't exist.
