Your test of the 'off-car' TPS switches is correct, and both them are good. The TPS switch is designed to tell the fuel injection computer of 3 situations:
1. Throttle plate closed (computer should control idle using IAC Valve)
2. Throttle plate open(ing) (close IAC Valve and meter fuel based on Air Mass Meter signals)
3. Wide Open Throttle (get up an boogie, make this car perform)
Note, the #2 scenario covers all the throttle travel between Idle and Wide Open Throttle. If my memory serves me correctly, all 3 pins should be open during scenario #2 (as your tests have shown).
