Tried another IAV? I thought maybe it was sticky and not opening well enough for extra cold idle air. But it's really not a matter of how far it opens anyway, since it operates on a varying "Duty Cycle" of open and close pulses, which is an ECU function.
Guess it's back to Chris's suggestion about the ECT sensor. Your reply to him says you have the right idea. But I'm not sure about your sensor locations, as I believe the temp gauge sensor has just one (Yellow) wire. At least that's how the 240s have it.
There is a lot of info in the FAQ about testing the ECT sensor resistance, which I recall as being no fun to get at — way back up under the #4 intake runner.
