740 Perplexing problem 700

My mom has this 740 that has one of the most confusing problems I have come across in dealing with Volvos. Even the nearby dealer has not been able to narrow down the problem. Anyway, what happens is that randomly the car will stop running. The only way to restart the car is to totally turn the key back to off and then try starting it again. This happens randomly and it doesn't matter whether the car has been running a while or not. The tendency is that is happens more in winter than in summer.
