If the speedo is not installed you could mix some anti-seize with something like WD40 (so it flows easily), tape a funnel around one end of the cable and let it work itself down through the cable housing via gravity.
I learned that trick from Ron Kwas and used on my heretofore stubborn choke cables. Works great!
