A head is one of a few things you should never attempt to torque in one step -two is good, three is better. You want to tighten evenly to prevent head warpage and seat the gasket properly -the B234F engines have been known for developing minor oil leaks at the gasket. For a used head, if it hasn't already been done, first make sure the mating surface is true using a perfectly straight metal edge -have it planed if necessary.

For the B234F, Chilton has it slightly different than Mitchell. They call for a three stage process: 14 ftlbs all round, then 30 ftlbs, then the additional 115 degrees. You pretty much need a large protracter to do that. AllData has it as 15 ftlbs all round, then 45 ftlbs, then angle tighten an additional 90 degrees (that's much easier to guess). These probably all produce roughly the same final result. I'm not sure which is the Volvo spec, but I tend to trust AllData. I'm sure Mitchell tells you the tightening sequence: starting at the front (#1 bolts) it goes bolt #3L,#3R,#2L,#2R,#5L,#5R,#1L,#1R,#6L,#6R or something similar.

The camshaft caps are torqued to 14 ftlbs. You are only supposed to coat the underside of just the front and rear cam blocks with a suitably rated compound (RTV, high temp, oil proof). No coating between the cap and the blocks. Just a moderate wipe is all that's needed, you don't want it oozing out the sides.

For the valve cover, oil seepage is common with the B234F and not necessarily a sign of a failed gasket. For a new gasket, torque the cover properly to 9 ftlbs (which isn't very much) using a standard crosswise pattern out from the middle. Periodically retorque the valve cover if it shows oil seepage as the gasket does tend to shrink a bit over time. Each time I like to increase it by 1 ftlb up to about 11 ftlbs max. No gasket compound is required or recommended, but they do have a tendency to leak at the rear on the flat surfaces, so I recommend a very thin wipe of RTV on both surfaces there.
