It is possilble that your meter is not giving exact resistance values too. I have been told that unless you have a multimeter that has true RMS for taking ohms reading you are just getting ball park numbers. This is usually advertised as true RMS on the meter and are they are typically alot more expensive than most meters. Hope this helps.
