960 AW 30 W/E Lights Flashing In Cold Weather

Your symptoms would indicate a bad PNP switch on the transmission. They commonly fail and are sensitive to temperature. When the drive train computer senses incorrect output from the PNP it may default to 3rd gear, that is why you feel low power. Reading the codes should verify this.

Switch is located on side of transmision passenger side.
