will unbalanced tires cause vibrations while braking? 200

My 1990 240 wagon vibrates through the steering wheel at high speeds.
Here is what I have done:

1. new Brembo rotors in the front, (lug nuts are torqued at 85 lbs)
2. the rears rotors are true,
3. no calibers are stuck,
4. tightened down the bearings (finger tight and no play on the tires),
5. rims are straight (I spun the tires and watched out for run out),
6. the rubber on tie rods seem fine,

The only thing left now is to bring the tires in for a balance. I know they are due for a balance, but I can't fathom how unbalanced tires can lead to vibrations while braking. I can understand that it would lead to vibrations all the time.

Could worn bushings cause problems?
