...after scanning the day's well-intended posts—IMO, you don't have a problem with Fuses—as long as the parking & tail lights work. (The only fused lights).

Or the Light Switch—as long as Highs can be switch-controlled (not just by the stalk/flasher).

Or the Headlight Relay—as long as Highs can be switch-controlled.

Or the Hi/Lo relay on the fender rail—as long as the Highs can be dropped by the flasher .

The ONLY thing I see that can affect only the Low Beams is the path from the Hi/Lo relay Terminal 56b (Gray wire) to the Bulb Failure Sensor terminal 6 ( 56b), the Sensor plug contact, or the Sensor itself.
