Got it going! 200 1983

Turns out I was flooding the car by repeatedly cranking it when it was too cold to start quickly. Remedied by taking out the plugs, then cranking to spray out the fuel, putting new plugs in, then cranking with gas pedal all the way to the floor. Started after about 8 tries this way. For some reason I had always though fuel injected cars weren't so easy to flood. I guess the mechanical injection system is very floodable. Thank you for your responses guys, hope your volvos treat you well this winter.
