Been there....
I had that happen to me a couple of times (once in below zero weather) before I got wise that something wasn't right and examined the cable closely.
Lubing the cable per the other posters instructions will help at least temporaily - didn't know about the ATF but that sounds good.
However, I think your kickdown cable is loose just like mine was. Mine would come off the pulley and get wrapped around a nut on the throttle body and the car wouldn't "upshift".
What you probably need to do is adjust the cable to take some of the slack out of it. Easy job, a piece of cake!!! Check the 700/900 FAQ, I think it is in the auto tranny/AW70 or AW71 section and follow the clear instructions. You'll be done in about 15-20 minutes, although like me you might have to adjust it two or three times until you get it to shift exactly where you want it to.
