Missing Fuse??? 200 1984

I've had intermittent stalling problems. Just checked the 25 amp fuse holder in my volvo (the case in mine is black -87 240 wagon) and it seems like there's no fuse in there. If I have the right location, inside there is a small metal bracket with three prongs. Under this three red wires connect flat, on the left end (towards front of car) one red wire connects vertically. Nothing else but this and I don't even see where a fuse would go. Any ideas?
