I'll answer the easy question first. My car has single headlights.
As for the 16 tooth gear, I think that should give you a false low reading. You say it had a 16 tooth gear originally. Is there a chance that the replacement had 14 or less teeth? That's the only way it makes sense to me.
What's the ratio number on the face of the speedo?
Did you change anything else that might affect your odometer accuracy?
