The component sounds like the compressor by-pass valve. Installed on Garrett T/C equipped cars, it opens to relieve compressor pressure when you let off the gas pedal.

I don't know of any source other than Volvo for the hose you are looking for. You might telephone Nick at FCP Groton and ask.
