First off the dude should not be doing anything without swapping to a B21FT or a B23E. B23/230 even the K models have inherent weaknesses that show up a max take off load (seen many a blown mill at E'town).
As to No2 if the marmot wants to drop $500 for the cam/gear and add the $ for the install (cam shims, rental of the kit, new bolts, tech labor) he should just swap to a 21/23 FT or E and start there.

The only 240/245 I know of that is quick as he wants it to be has a 350 Chevy small block and a Supra 6 speed and lives in Australia...
