I think your conclusion regarding tolerances in the 960 is a rather large of leap, but Volvo plastic is legendary, and not reserved for the 960s. The cars are clearly changing for many of the reasons cited, especially the overall weight considerations and increased competition among makers. But I don't think there's any eveidence that breaking filler caps (its happened to me too) is a strong indicator of important engine tolerances, etc.
