Correct, it doesn't rock, but it does tend to tilt to one side due to the torque of the engine as one accelerates and then "rock" back in the other direction when you let off the gas. The stabilizer reduces these rocking motions and your drivline should theoretically be more responsive/direct (both NOT the words i'm looking for, i just forgot what i was gonna say, darnit...). Um, here's an example, if I am in neutral and hit the gas, and then let off, i can feel the car slightly rocking side to side, it is worse when driving the car because you are actually sending the torque somewhere instead of just rocking the engine. The stabilizer will help reduce these motions. And then again, so will tougher engine mounts, such as the 164 mounts, (which i didn't get when i replaced my mounts last, because i hadn't known yet of their superiority) or polyeurethane ones. (not sure who produces those though, although i'm interested in finding out who does..) Hope this helps explain,
