They are all adjustable and your lucky to get a new set from Volvo that points both jets per nozzle where you want them. I just upgraded to the twin jet per nozzle type (original Volvo equip for 740/940, but now sold for the 240, MUCH better than the single ones). You need a pretty stiff piece of wire that fits into the jet to get them to move. You can drip a small amount of 3-in-1 oil onto them to get the spherical jet to rotate in the socket. Once you free it a bit it will move around, but with some force applied. I used a strand from a stainless steel wire brush I have. A very tiny needle will work but these are britle and can break off too. The jet is a small ball of stainless steel with a hole drilled in it, in a plastic socket. Don't extend the wire into the socket very far because if you do it will go down the tube that delivers the fluid and cannot move the jet. A word of caution if you adjust it too much or force it too far in the socket, it will loosten up while operating and change position while your driving.
