740 electrical problem HELP! 700

I have been having this problem now for a while and can't figure it out.

I am having a problem with the #9 fuse blowing in my 91 740 wagon. It controls the AC(heat) pw, blinkers, and seat belt reminder. There will be days when the fuse won't blow, but then just the opposite where it will keep on blowing as soon as I turn the ignition.

Any ideas?
