The system is full of air. The pumps will not pressurize air. Add some more gas. Carefully loosen the fuel rail fitting, the one that attaches the rubber gas line to the metal rail. Surround the loose fitting with rags to catch fuel. Work carefully, out of doors with an assitant. Crank the engine (or just run the pumps by jumpering fuse 4 to 6) until fuel expels the air in the line as evidenced by fuel coming out of the loose fitting. Tighten the fitting and then start the car.
Running the pumps dry for periods of time can ruin them as they use the fuel to cool the pump itself. I'm gussing that you will not need to replace the filter.
