difficulty finding TDC 200 1977

Greetings-

I am trying to take a reading of my valve shims, and I am having difficulty finding TDC. Working with my B21F engine, I have followed every instruction that I could find, including my green books, and the Faqs. When I get the first two lobes on the camshaft "perky" and the distributor rotor at #1 spark plug, the notch on the timing gear is about an inch to the right of 0. It is my understanding that it should be right on 0.

Any thoughts?

Thanks-

Joe HC
