PS pumps often make a clacking noise when the fluid level is low. After fitting the pump you need to bleed the system by turning the steering wheel fully left and right a couple of times with the engine running. Re-check the fluid level and top it up to the proper level. Bleeding the system can make the fluid froth with the air which has been displaced, so leave it to settle for a couple of minutes before re-checking fluid level.
A not-tight-enough, worn, or sticky drive belt for the ps pump can make a similar sound also.
