Why is my baby overheating? 200 1987

Hey everybody,

My 1987 240 starts to overheat when she is idling in traffic when the temperature outside is in the 20's. It was doing it last summer and now that the spring is upon us it is starting to act up again. Over the winter I had the water pump replaced, the thermostat replaced and the system was flushed. I thought this would solve the overheating issue when I'm stuck in traffic. Once I'm out of traffic and air starts to circulate in the system..guessing...the temperature guage starts to go back down to normal.

Anyone got any suggestions as to my next step?
