This is exactly correct. There's no way to increase the working unit's travel without increasing the volume from the supply end.
Are both cylinders reaching the full extents of their travel?
If they do have the same bore, but the slave is traveling less than an equal amount, it could have an internal leak- ie. some fluid pushes back past the seal In a single acting cylinder like this, the leak ought to be noticeable as fluid on the floor. (In larger double acting cylinders, the fluid can return to the reservoir through a return line.)
