Canada got the vacuum retard as well. I can't imagine how a power sapping Borg Warner 35 could use a retard for shifting. Bad enough already.
Modern engines with a powertrain control module do reduce engine power by timing and fuel for the transmission shifts. My 94 Camaro has a very complicated shift map, and the new cars are even more complex.
