headlights will not go off 700 1989

While my Volvo 740 was parked, with no key in the ignition, the headlights came on. The light switch was in the "off position". Turning the switch on, then off again did not turn the lights off. Also the car will not start now.

Any ideas? Is this just a relay problem?
