With AC off... my windows fog up 200

I would also make sure that the humidity in the car — that's what's causing the windows to fog — isn't caused by plugged sill drains under the doors. When these drains get plugged, eventually the footwell carpets get damp. The resulting interior humidity can be handled when the A/C is running, but appears when it's shut off.

If you look under the edge of the body, under the door opening, you'll see three or four narrow little slots in the sheet metal. These are the drains, and they're easily plugged with tree detritus which drops into the cowl air intake or the big underhood fender openings just ahead of the firewall. Remove the plastic trim around the door jamb, and pull up the carpets; you'll then be able to remove several circular plastic covers to clean the interior of the frame rails. If the drains remain plugged, poke at 'em with a stiff piece of wire.
