Resolder the OD relay.

$0, 15 minutes, no risk, clean 'n easy work. If it helps nothing, you're out nothing.

Also check the wire from the push button -- sometimes the insulation wears through, and it cause weird symptoms when it shorts to ground. Look under the shift lever housing.
