rear talilight problem 700

the two lights that are on the inside of both assemblies, bottom row, closest to the license plate are not working. the fuses are good and bulbs are new. what might cause this on both assemblies, can you tell me what the correct bulb number goes there? are these part of the brake lights or parking lights? thanks
