If you want to keep it cheap with minimum down time then a light milling of the head and a good 5-angle valve grind with port blending is the way to go. When the valves are faced, have them back cut the heads. If you have a head porting guru handy then requesting a quick clean-up of the ports and chambers will be beneficial. Of course if he's that good his waiting list will be looooong.
Make sure the inserts are not put in too deep or you will get a flow disturbance that destroys any benefits of the 5-angle and blending.
DON'T USE THE B20 ON THE B18. The disadvantages far outweigh any flow advantage (combustion chamber is not supposed to be mushroom shaped!).
Changing to the two-piece mainfolds with twin down tubes is definitely worth a visit to the junkyard!
