A question..... 700

How about this...

Unplug the fuel return line which exits the FPR and moniter the flow at idle. You probably already know that it should be a pretty good flow.
Unplug or pinch the vacuum hose to the FPR and look for a reduction of fuel flow from the FPR. The lack of a noticeable reduction of return line flow would tell me that the FPR is not doing its job. I think I might try this on my car as well.
