Very unusual to hear someone who knows Volvo say a valve adjust is needed. Not on a 4 cylinder Volvo which needs maybe one a lifetime. It is not possible to affect starting with coolant unless it went somewhere it should not. As for poor power, a bad turbo or plugged cat could be involved. I hope the headgasket is not blown, another thought.
