My 2 cents... When this car was new in the 70's I believe you legally could tow 100% of the vehicle weight in at least Norway and Sweden. I also believe this high rating was largely based on the braking power being 4xdisc (certainly not engine power). This rating of course assumes you have trailer brakes as well.
