It reads the temperature of the coolant and sends the signal to the ECU to help it figure out what the optimal fuel/air mixture is. If it doesn't work, you know it! Mine stopped working and the car ran very rich and pumped out lots of black smoke, and got about 12 mpg. Not a pretty picture. It is located on the passenger side of the engine block, as I recall, below the intake manifold.
