What does the heater water valve do?

Easier just to replace the valve ($14)...

It uses a vacuum signal from the heater temp controller switch to turn on coolant flow through the heater: when the temp selection is "warm" or above, coolant flows through the heater core.

They last about eight years (see the FAQ) and break by splitting longitudinally.
