Oh Crud is right, your neutral is open if I guess right you are using a digital voltmeter measuring to ground. They are sensitive enough you'll see a good reading from capacitive coupling to an open wire. Use a test light instead, and measure to neutral instead of ground. The neutral you're missing may only be found in the light fixture boxes. Look for a white wire pulled back at a wire nut.
