Odd 240 brake problem

Well gang, I need some sage advice.

I've just got my '82 diesel wagon on the road after laying fallow for three years. It runs great now but the brakes are not up to volvo standards. The amount of pedal pressure to make the car stop is very high. I bled the brakes and the pedal is rock hard. The pads are probably 7-8 years old but not worn out yet. The rotors are the originals but not warped or scored. I remember changing the power booster and master cylinder about 8 years ago also. The car does not pull at all when the brakes are applied.


My suspicions in descending order of probability:

1. the power booster is failing
2. the diesel motor vacuum pump is failing
3. can pads loose their coefficient of friction from age?
4. all 4 calipers are equally frozen up
5. my right leg is failing.
