If sitting in traffic is causing the problem then perhaps it's because of a lack of air flow through the rad. Since you've changed the rad, it's probably clear of debris, so I'd go with VolVolina and replace the fan clutch.

If the fan is loose in hot conditions then your clutch is gone.
