Need to drain fuel

I don't know what the "proper" way is, but I used the pre-pump to drain one. Working through the access hole on a 240, I disconnected the transfer pump output hose, a large 3/8" ID Neoprene hose leading to the main pump, and subtituted my own hardware-store variety clear vinyl.

Using a jumper at the fuse block, to avoid sparks near the gas tank, I enabled the transfer pump. Can't tell you how to do that on your 700 model.
