Name that part.. 700 1986

Trying to find out about this part.
Black plastic cylinder, sitting to the left of battery.
Has 3 vacuum lines coming to it, and a larger
hose going out of it on the bottom.
How can I test it to make sure it's working ?
If I force air into it, there is none coming out.
Is it plugged ?
