If you applied voltage from battery to generator and you got no spinning, then generator is bad and need a new one. The "test" should be done with the ganerator completely dis-engaged from the electrical system (except the chassis ground, of course). If you did it with the regulator hooked up it will tell you nothing.
If the generator spins (as it should as you got some small voltage spinning by hand) then the regulator is bad and you need a new one.
Have heard that you can cut open the regulator and clean the points for a temporary fix (tape cover back on).
