Low idle/Stalling when engine is cold 700

Okay, I got my car in pretty good shape, but I developed a minor problem last week. When the engine is cold (about 80 deg) it idles real low and has stalled when I put it into gear. Once the collant temp reaches about 1/3 between cold and middle (1/6 of the total gauge) the car runs normally. I suspect the ICM because that's reponsible for stuff like this. I cleaned out both the ICM and the Throlte body's Idle bypass 2 months ago. Does anyone know what I should take a look at?
