There is a switch the stops the car from starting while not in prak or neutral. You can disable this switch by simply connecting the two wires running into it. As for the idle, you need to adjust the air control knob on the IAC. Twist it in a bit and see if that lowers the idle.

I don't know about the overdrive but I have heard something about changing the relay. Check the 700/900 FAQ down at the bottom under AW-71 to M46 conversion.
